Joan Clifford was appointed as the Director of Bedford VA Medical Center (Edith Nourse Rogers Memorial Veterans Hospital) on March 18, 2018. Clifford has held key leadership positions at the Veterans Administration Central Office as Acting Deputy Chief Nursing Officer and Acting Deputy Assistant Deputy Under Secretary for Health for Access. Clifford had previously served as Deputy Nurse Executive, VA Boston Healthcare System and has more than 37 years of experience as a registered nurse with the VA. Prior to her current appointment, Clifford served as Deputy Assistant Deputy Under Secretary for Health for Access to Care for the Veterans Health Administration. Clifford is a leader in systems/flow improvement and coaching in VHA at the local, regional and national levels. She is certified as a Fellow in Healthcare Management by the American College of Healthcare Executives and Nursing Executive, Advanced by the American Nurses Credentialing Center. Clifford has a certificate of completion from the Dartmouth Institute Microsystem Academy Coaching Program, a VHA lean certification at the Green Belt level, is a VHA certified mentor at the Fellow Level and a graduate of the VHA Executive Career Field Development Program. Her professional affiliations include Fellow, American College of Healthcare Executives; Member of Sigma Theta Tau International Honor Society of Nursing; Member, ANA-Massachusetts, program planning committee; Nurses Organization of Veterans Affairs, president from 2010-2013; American Nurses Association, Member, American Organization of Nurse Executives; Member, Organization of Nurse Leaders, Massachusetts and Rhode Island. Clifford holds a bachelor's degree in nursing from Salem State College, a master's in management from Emmanuel College and a doctorate in nursing practice from Massachusetts General Hospital Institute for Health Professions.

Associate Director, Patient Care/Nursing Service
Mary Anderson was appointed as the Associate Director for Patient Care/Nursing Service for Bedford VA Medical Center (Edith Nourse Rogers Memorial Veterans Hospital) in November 2014. Anderson has held nursing leadership positions as Community Based Outpatient Clinic Manager, Infection Prevention Program Manager, Director of Homecare and Hospice Agency, and Emergency Department Nurse Manager. She's worked in various clinical areas including medical/surgical nursing, intensive care unit nursing, pediatrics, and oncology and has been a Department of Veterans Affairs employee since 2005. Prior to assuming her current position, Anderson was Deputy Nurse Executive for VA Maine Healthcare System providing clinical and operational oversight to acute care and long-term care. Throughout her career, Anderson has been active in initiatives to improve quality of patient care, patient satisfaction, safe medication administration, infection prevention, and access to care. She's an active participant on committees and programs at both the regional and national level. Anderson completed a bachelor's degree in nursing from the University of Southern Maine. She obtained a master's degree in nursing from Saint Joseph's College and is a member of the Sigma Theta Tau International Honor Society of Nursing.

Chief of Staff
Dr. Shilpa Rungta was appointed as Chief of Staff of Bedford VA Medical Center (Edith Nourse Rogers Memorial Veterans Hospital) in May 2020. Dr. Rungta has served in key leadership roles at Cincinnati VAMC including Chief of Pathology and Laboratory Medicine, Residency Program Director for Surgical Pathology, and Medical Director rotations. She was the Affiliate Clinical Associate Professor for the Department of Pathology at University of Cincinnati and before moving to Cincinnati VAMC, served as the Lab Director for the Department of Pathology and Laboratory Medicine for VA Battle Creek Healthcare System, and Staff Pathologist at Ann Arbor VAMC. Prior to her current appointment, Dr. Rungta served as an Acting Chief of Staff at both Cincinnati and Chillicothe VAMCs and held collateral regional positions as Pathology and Laboratory medicine Services Lead. Dr. Rungta received her medical degree from University of Mumbai, India, and completed her residency in Anatomic and Clinical Pathology from St. John Hospital and Medical Center, Detroit, Michigan. She completed subspecialty fellowships in Cytopathology from Henry Ford Hospital in Detroit and Breast Pathology from University of Michigan. She's a Diplomate of the American Board of Pathology in Anatomic and Clinical Pathology and Cytopathology. Dr. Rungta has also completed post baccalaureate certificates in both Health Care Administration and Business Foundations and a master's degree in business administration from Linder College of Business, University of Cincinnati.
