Director

Joan Clifford, DNP, RN, FACHE, NEA-BC

Joan Clifford, DNP, was appointed as the Director of Edith Nourse Rogers Memorial Veterans Hospital March 18, 2018.

Before being appointed director, Dr. Clifford served as the Deputy Assistant Deputy Under Secretary for Health for Access to Care for the Veterans Health Administration. She was detailed to the Veterans Administration Central Office as the Acting Deputy Chief Nursing Officer from May 2016 through Sept. 2016 and the Acting Deputy Assistant Deputy Under Secretary for Health for Access from Oct. 2016 through Dec. 2016.

Prior to her work in VA Central Office, Dr. Clifford served as the Deputy Nurse Executive, VA Boston Healthcare System, and has more than 37 years of experience as a registered nurse with the Department of Veterans Affairs. She is a leader in systems/flow improvement and coaching in Veterans Health Administration at the local, regional and national levels.

She is certified as a Fellow in Healthcare Management by the American College of Healthcare Executives and Nursing Executive, Advanced by the American Nurses Credentialing Center.

Dr. Clifford has a certificate of completion from the Dartmouth Institute Microsystem Academy Coaching Program, a VHA lean certification at the Green Belt level, is a VHA certified mentor at the Fellow Level and is a graduate of the VHA Executive Career Field Development Program. She holds a Bachelor's of Science in Nursing from Salem State College, a Master’s of Management from Emmanuel College and a Doctor of Nursing Practice from Massachusetts General Hospital Institute for Health Professions.

Associate Director

Edward Koetting was appointed Associate Director for Edith Nourse Rogers Memorial Veterans Hospital on July 26,2015. In his position as Associate Director of Bedford VA, Mr. Koetting oversees Finance, Logistics, Engineering, Emergency Management, Police, Security and Human Resources.

Prior to assuming this position, Mr. Koetting served as the Bedford VA's Chief Financial Officer. He has also served as the Budget Officer for Marine Corps Installation and the Accounting Officer for Department of Defense Education Activity Pacific. Prior to his overseas assignments, he served as the Assistant Financial Officer for the North Chicago VA. Mr. Koetting also served as a Navy Comptroller for Training Support Center, North Chicago.

Mr. Koetting's public service career also included two positions with the State of Missouri, first as an auditor for the Missouri Gaming, and later as Information Systems Specialist for the Missouri Department of Transportation.

Mr. Koetting is also a proud U.S. Marine Corps Veteran who served more than nine years in finance.

Mr. Koetting holds a Master's degree in Health Management from William Woods University, a Bachelor's degree in Information Systems from Columbia College and a Bachelor's degree in Accounting from Northwood University.

Nurse Executive/Associate Director for Patient Services

Mary Anderson, RN, MSN was employed at VA Maine Healthcare System for eight years prior to coming to Bedford VA. During the last five years she has been the Deputy Nurse Executive providing clinical and operational oversight to the Dementia Unit, Short Stay Unit, Hospice, and Long Term Care Units in the Community Living Centers. She was also responsible for acute inpatient areas consisting of Med/Surg, Intensive Care, Operating Room, and Psychiatry; and the outpatient areas of Dialysis, Mental Health clinics, and the Emergency Department.

Ms. Anderson completed a BSN from the University of Southern Maine and obtained an MSN from Saint Joseph's College in Standish, Maine. She is a member of Sigma Theta Tau International (STTI) Honor Society of Nursing.

Ms. Anderson started her career as an Emergency Department Nurse thirty five years ago and has worked in many clinical areas. Her leadership positions include Emergency Department Nurse Manager, Infection Prevention Program Manager, Community Based Outpatient Clinic (CBOC) Manager, and Director of Health Research Homecare and Hospice in Augusta, Maine.

Throughout her career, Ms. Anderson has been active in the many initiatives to improve quality of patient care, patient satisfaction, safe medication administration, invection prevention, and access to care. She has been an active participant on committees and programs at both the state and national level.

Chief of Staff

Dan Berlowitz, MD, MPH, is the Bedford VA Chief of Staff. He is a graduate of the Albert Einstein College of Medicine and completed his post-graduate medical training at Boston University. His clinical background is in geriatrics and he has been employed at the Bedford VA since 1987. Among the positions he has held are staff physician, Assistant Chief of Medicine for Extended Care, and most recently as Director of the VA Center for Health Quality, Outcomes and Economic Research (CHQOER). Along with his clinical practice, Dr. Berlowitz continues with his research interests centering on assessing and improving the quality of VA medical care with an emphasis on ambulatory and long-term care settings. He is also Professor of Public Health and Medicine at Boston University.
